Why not do both?
Can hay CRP every 3rd year, or graze it every other year for 25% of the payment. Free in a drought year. So if you have 100 acres of CRP, you can graze 50 acres per year, give your pastures a good rest, and still get 3/4 of the payment on those acres, plus all of the payment on the other half.
People who hate CRP are gonna hate CRP. I like it, in the right situations.
