It turns out the center pole of the switch is common. At first I was only turning one switch on at a time. I wasn’t thinking. The switch appeared the be connected to all three poles because the buss bars were back feeding connection from the other two switches that were off. When all three switches were on only the center and bottom terminals had continuity. I bet if you reverse your black and red wires on your relay board you’ll be in business. Sorry for leading you in circles, hopefully now you have the info you need.
