Why?
If employees can work from home, they are moving out of the metropolis to lower cost of living areas. Then you flood the market with these expensive converted downtown apartments, which will further create more downward market pressure is a recipe for disaster. Government needs to stay out of it and let the free market sort it out.
Commercial real estate always has the risk to sit empty.
