Anyone moving into an ag zoned area should expect some of those ag related things happening.
A wedding venue in an ag area needs a "conditional use permit" because the area is not zoned for that purpose. In other words, it is not a use that someone living there is expected to have to automatically accept -- special permission needs to be obtained.
In fact, the wedding venue is taking a risk locating where they are. Occasional manure spreading and equipment noise are not "deal breakers" for a wedding venue, especially if people are neighborly. However, what if one of the neighbors wants to put up a hog confinement barn a half mile to the west in a few years? Suddenly the people doing the wedding facility would be in a difficult spot.
