The net effect is the same. Govt. picks up part of the tab. "Business Expense" is a pretty loose classification and can end up being very close to a personal want that uncle helps pay for.
Uncle Sam doesn’t help pay for anything when it is an expense. Uncle Sam helps pay when tax credits or subsidies (which is exactly what a tax credit is) are involved.
