Go down to the Program compliance Basic and read it all the way to the end.

way back at the beginning of the push to get ethanol going, we farmers were talking with the likes of Peterson and Grassley and we were pushing that ethanol needed a mandate so that the oil companies could not block use of ethanol at the pumps, on the other hand the likes of Rob Broin and others involved in the manufacturing of ethanol were demanding the $1.00 subside on Ethanol so that they could get investors behind the production side of ethanol. The politicians decided to compromise and did both. Lucky US
