Nw Iowa		I could, it’s called a generator. I can hook it up to our gas barrel and 4 minutes later I have a full tank in my vehicle. I wonder how long that same small generator would run to recharge a electric car? For that matter a hand pump would fill a car in under 10 minutes. Some guys used to be able to siphon gas. People can be quite resourceful.
