S Illinois		Yes there are RIN’s which are a subsidy and yes it’s it’s mandated. One cannot just say because there are options it’s not.

Edit: Would you argue DEF equipment on tractors/trucks is also not mandated? Or how about scrubbers in coal power plants? There are options to meet clean air requirements. They are just the cheapest.
